Woman Shot Dead For Shoplifting At Walmart

Shelly Frey, 27, was shot and killed by an off-duty sheriff’s deputy at a Houston, TX., Walmart. The deputy was suspicious of Frey, saying he thought she was stealing from the store, reports UK Daily Mail.

Harris County Sheriff’s deputies said that Shelly Frey, Tisa Andrews and Yolanda Craig were shoplifting when they were stopped by Louis Campbell, a 26-year veteran of the force, who is employed as a security guard at Walmart.

Campbell said that the women dashed to their car, and when he went to open their car door, they drove away. Campbell then thought it was his duty to stop the perpetrators so he fired the deadly shot into the car which hit Frey in the neck.

Security at the store noticed the three women putting items into their purses and notified Campbell, who was working an extra job that night.

The three shoplifters tried to pay for some small items to serve as a cover for the ones they planned to steal.

Campbell opened Frey’s car door and told her to get out, after he chased her and the other two women to the car, but she refused, said officials.

Andrews started to drive away while the deputy was standing between the open door and the driver’s seat.

“She threw it in reverse and tried to run over the deputy,” said Harris County Sheriff’s Office spokesperson Deputy Thomas Gilliland.

Gilliland said, “He confronted the suspects at exit of the store before they left. One female wouldn’t stop, struck the deputy with her purse, ran off.” He added, “I think it knocked him off balance and, in fear of his life and being ran over, he discharged his weapon at that point.”

Officials said that there were two small children in the vehicle at the time of the incident, although they were not Frey’s, who is a mother of two.

“He was clearly marked in uniform as a Harris County deputy. And identified himself as the suspects were leaving the establishment,” said Gilliland regarding Campbell.

Even with Frey wounded, the women still fled, but they stopped at The Worthington at the Beltway apartments in the 1300 block of Greens Parkway. Frey was pronounced dead at the scene when paramedics arrived.

“Shelly was the perfect mom, perfect friend, perfect daughter,” said her father, Shelton Frey.

“Why couldn’t you just shoot the tire, shoot the window?” said her mother Sharon Wilkerson. “Was it that serious?”

Sharon said that even if Frey did shoplift, she didn’t deserve to die. She is now concerned for Frey’s children.

Andrews and Craig have both been charged with shoplifting. A small price to pay when their friend was shot to death.

As for deputy Campbell, he is on three days paid leave for standard protocol. The Harris County Sheriff’s Homicide Unit, Office of the Inspector General and the Harris County District Attorney’s Office will investigate this horrific incident. The case will go in front of a grand jury.

Walmart said in a statement:

“This is a tragic situation and we recognize this is a difficult time for all parties involved. We’re committed to working with law enforcement and providing any information we have as they determine the facts of the case. Because this is an active investigation, any specific details of the incident should come from law enforcement. We hire off duty officers to provide security to some of our stores. While we have policies in place for our associates to disengage from situations that might put them or others in harm’s way, off-duty officers working at a WM store are authorized to act in accordance with their department’s code of conduct.”

  2. This is murder or at least manslaughter. The BS spouted about being almost run over is exactly what anyone covering tracks would expect.
    The officer shot into a car that hadn't just committed an armed robbery, but instead of a heap of cheap crap in Walmart. I doubt they would have been driving a stolen car for such a lucrative job, so maybe the idiot, if he could, should have just written down the license.
    Shoplifters was dumb, cop was dumber……

Houston pigs have a history of this stuff going back to shooting a teenager in the head for car theft to teaching Jose Torres how to swim brays bayou with handcuffs on. Thai Police are good morally and currupt when needed a good combination that is in the long run thousands of times better than Houston or anywhere else in the Police State of America.

    however much a person can shoplift commodities from a shop, can it be worth it to take a life for securing the interest of the goods…Oh!     The US police force are far too quick to use lethal force, just like there goverment. this was a Mother that lost her life for stealing, yes she was in the wrong but there are better ways to deal with it than kill her. Her children are now going to grow up without there mother and for what? he will no doubt get off scott free on the grounds of self defence while her family live with the pain for the rest of there lives……god bless America eh!

    I hope everyone understands the real situation. Frey and her friends tried to shoplift, one then hit Campbell with her purse while the girls ran to their car, when he went to confront Frey and her friends, one of them who was driving reversed with the car door open, smacking the officer backwards, before Campbell shot towards the car. Those girls could've easily rolled the car over Campbell when he was knocked backwards by the car door.

    Of course, no one deserved to die, but tell me now, who wouldn't panic?

    The officer fired his weapon twice into a vehicle with children inside. I'm sorry I worked loss prevention in one of the worst K-Marts in Dallas, and under no circumstance do you chase a fleeing suspect. The family filed a wrongfull death lawsuit against Wal Mart and the Security Co. It's officer like this one that give Law Enforcement a bad name…. my prayers go out to all involved.

    it's intersting Walmart have a policy of employing off-duty police. That wouldn't be allowed with many police forces (although many police may practice this around the world to top up income). Police work is a full time activity and having another job on the side must undermine their capacity and alertness for their 'fomral' job, and if over-tired and in possession of a weapon errors of judgement are liable to occur. Maybe Walmart and authorities shuold review that policy, if it is actually practiced.

    Sifting carefully through the story as presented here, the claim the women tried to run the guy over seems doubtful. Did he get knocked down? Are there injuries, witnesses, footage? And even if they did knock him down (and there's no suggestion they actually did), he fired at the car as it sped AWAY! He was not in any danger at this point, so he can't claim self-defence. I think it will become clear that he made a poor decision here, probably angry and feeling disrespected and possibly lightly assaulted by one of them (handbag) he rationalised the shooting. US gun culture looks so gutless and ridiculous to us over here. Real men don't use guns: it's always the insecure ones most drawn to them. Its like you are victims of your own movie industry.

    Even in Soviet Union Soviet Police could only return fire if fired upon. On fleeing subjects police needed to fire in the air first. I live in Europe, and work as a law enforcement officer and over here we ARREST shoplifters, not SHOT THEM TO DEATH. But in States everything seems to be possible, and the crowds are just cheering "bravery of the men in the uniform". The right question would be – are they here to "serve and protect" or are they here to "manslaughter".

One of the women striking the deputy with her purse at the exit of the store knocked him off balance? I was returning an item for a refund and they accused me of stealing it then taking it to customer service for the refunded. Police was called, due to the cameras I was cleared. I'm white and I know without a doubt hispanic and blacks are profiled. Oh, I was in the National Guard if we ever shot and killed a civilian we were told to say that we were stopping them. Just guessing but I'm sure officers are told the same thing to cover they're ass….
